Request for Proposals (RFP): Cloud Financial Management, Budgeting, and Expense Management System

Summary

Grow Early Learning has officially released RFP NO. 060226. We are seeking proposals from a single, qualified prime contractor to provide a modern, scalable, and cloud-based software solution. This project encompasses software licensing and comprehensive implementation services to support our multi-state operations.

🎯 Purpose & Project Scope

As a federally funded nonprofit providing Head Start services across multiple states, our financial infrastructure requires strict compliance, transparency, and agility. The selected vendor will deliver a configured, tested, and production-ready environment covering:

  • Nonprofit Fund Accounting (ERP): Multi-location fund tracking, grant management, and audit-ready financial reporting.
  • Budgeting & Forecasting (FP&A): Collaborative budgeting tools with robust variance analysis.
  • Employee Expense Management: Mobile-friendly expense reporting, receipt capture, and automated approval workflows integrated directly into the general ledger.
  • Professional Services: Discovery, historical data migration, configuration, user training, and post-go-live hypercare support.

  • Responses to Questions Posted: July 23, 2026

  • Evaluation & Shortlisting: August 2 – August 13, 2026
  • Demonstrations / Oral Presentations: August 16–20, 2026
  • Notice of Intent to Award: August 27, 2026
  • Anticipated Contract Execution: September 10, 2026

📝 Submission Guidelines

All submissions must adhere strictly to the following parameters:

  • Format: Electronic submission in PDF format.
  • Separation of Files: Technical Proposals and Cost Proposals must be submitted as completely separate files so that pricing is hidden during the initial technical evaluation.
  • Delivery: Email directly to fbradshaw at growearlylearning.org before the closing deadline

To protect operationally sensitive parameters, specific transaction volumes, banking details, and integration targets are omitted from the public document. To receive the full, confidential Detailed Requirements Package, interested bidders must first register their intent to bid and execute a non-disclosure agreement.
